Fining people makes money, educating people costs money.
Also, educating people means everyone's going to get it, fining people means
only 'the others' are going to be hit. Goes down easier with the voters.
Lastly, we can all drive perfectly, no?

planners. What a difference it would make to have careful drivers on well
designed roads...

No surpise there

The RTA is all about being seen to do the politically correct thing in the 
easist possible way.
They have been like this for years.

The RTA has nothing to do with road safety and very little to do with 
providing us with an efficient road transport system
